Halloween Party Entry and Same Day Admission, DCA admission

If you are attending a Halloween Party and have admission for regular hours the same day (ex. AP holders) are guests allowed to enter wearing our costumes before 4 PM? I saw a few guests in costume in the park before 4 when I went last year. Also are guests allowed to wear costumes in DCA? I noticed in an article on Mouseplanet: "On all Mickey's Halloween Party days, Guests of all ages are permitted to wear costumes in either Disneyland Resort theme park, regardless of whether they have event tickets."

There is conflicting info on this. One site says that you can wear your costume all day. (Guests 9 and under can already do that.) But the fine print on the MHP tickets say that guests 10 and over can wear costumes starting at the early entry time, so 3pm or 4pm depending on your party.
 
I agree that this is one of those things that will probably depend on the CM at the entrance if you try to enter DL before 3:00 pm/4:00 pm or try to enter DCA. The MHP ticket does specially say that:
Guests of all ages may only wear costumes to the Mickey's Halloween Party event to which they have valid tickets. During normal park operating hours, costumes are only permitted for Guests ages 9 and younger.

So, while I also saw some guests in costumes before 3:00 pm/4:00 pm (and it wasn't very many), the technical answer is that adults (guests over 9) cannot wear costumes before the MHP is valid or over in DCA even if they have a valid MHP ticket.
