Definitely at MK. The first MNSSHP is on 9/1.

Outside of MK there really isn't very much Halloween decor in WDW. There might be a bit over in DTD (mostly banners and things like that) and some pumpkins at the resorts (much closer to Halloween itself). As the PP said, MK will have Halloween decor out because of MNSSHP and there will probably be some (small amount) of decor at the TTC (I think the topiaries sometimes have Halloween colored decor). I would guess that all of the parks will have Halloween merchandise (so displays in the stores).
