hair mousse on plane question

Hair mousse says "contents under pressure". I assume that it cannot go on checked luggage on a plane, is that right?

If so, can it go in carry-on or is mousse considered a liquid or gel (it's a pressurized foam?) I haven't seen mousse in 3 oz or less size packages.

My can of hair mousse always goes in my checked luggage.

I picked up a 2 oz can of Frizz-Ease at Walmart that I put in my 3-1-1 bag. Haven't had a problem.

Aerosol containers of "personal care items," which would included hair mousse, are allowed in checked baggage. However, it would be considered a liquid or gel and would need to be under 3 oz. to go in carry-on baggage.
