If your plan is to meet all the characters then no, it puts you behind all the guests who arrived at 8:00a to Rope Drop.

If you don’t care about TSL, then your plan is fine.

Where are you heading at RD? If you are heading to Toy Story Land, it won't be any advantage.

I wouldn't do that.
A character meal is expensive. I would not want to rush through it to try and make RD.
The answer is no.
If it is 9 am park opening and your ADR gets you in close to 8, you have 30 minutes to eat, see all the character, etc. They will be letting people in the gates by 8:30 and into TSL by 8:40.
I would either do H&V, take my time and enjoy it or eat somewhere quick and do RD. I think trying to do both will not work out. You will rush through breakfast and not enjoy it and most likely get out too late to beat the crowd at RD.
However, if you are not trying to do TSL at RD, then you may be OK as the rest of the park does not open until 9, so that gives you more time.

I have a similar question - we have an 8:00am H&V on a 9:00 park open day. We don't really care about lengthy character interactions, just want someplace to eat asap. We have FP for SDD so would really only be concerned with TSM. I'm thinking keeping this ADR is in our best interest, as my husband has RA and is not very excited about standing outside the park waiting for RD when he could be sitting down and eating. Would walking out of H&V around 8:40 put us in a decent spot to hop on TSM?

You’ll be behind the rope drop crowd who’ll be heading to SDD. For TSMM, you’ll be fine if you can avoid the crush of the crowd.

Likewise, do you think such a plan is okay with the intent to RD Star Tours? We have an 8:15 H&V for which I plan to arrive at 8 am. I imagine not many people are heading that way at RD....

You’ll also be fine because the route to Star Tours is opposite of the TSL rush.
