definatly dont ask HIM out. talk to him more frequently and like ask him to hang out, but like with a group of friends. I have MANY MANY MANY guy friends that I talk to constantly, and well, one day we got on the topic of asking the guys out and they basically all said "i hate when girls ask me out. its awkward and sometimes you cant say no if you wanted to because they are your friend and you dont want to hurt them by saying no."
...I say find out...somehow...who he likes, and if its you, make an effort to hang out more and like if he plays sports then show him that you care by going to his games. and if not, then jsut spend more time with him and talk more!
