Guest assistance pass & express entry pass

We are staying at RPR and get express entry passes. In the past at WDW we have gotten a pass for my son.

Should we get this for our son at Universal? What should I bring if we do, his Dr. letter and handicap card? What should I expect? Also where do we go to get it?

I have to pick up our tickets at the will call window. Can they issue a pass there?

The Attraction Pass can only be issued at Guest Services inside the parks

you do not need any document to get it, just state the reasons you think you should get it.
Same procedure as at Disney's

You certainly can get one, and the instructions above are correct. But in my experience, with Express, there is no need. Unlike FastPass, Express is valid all day long at almost every attraction. If you need disabled seating at a show, just ask for it. You might get one and use it for the handful of attractions that don't have Express (Pteranodon Flyers, the two HP rides). We don't qualify for P-Flyers (no little kids), and we like the queues at the HP rides, so I honestly have no idea if those issue return times or not. If you can manage the HP queues, they're seriously worth it, especially early in the morning or late at night when the waits are relatively minimal. Other than that, there's really nothing the Attraction Pass can do for you that Express can't. Just my two cents.

yes, the ep will work for anyone with a disability situation.
but, the disability pass is well worth getting as it will allow you to use it for rides that elevators are available for a ride.
trolley ride, Gringotts are two rides where an elevator is an alternative way to reach the rides.

i stay onsite and use the ep for my stays.
but there are days i have used the guest disability pass for needing the elevators.
