Gratuity when using TIW...question

I'm under the assumption that when you use the TIW card, the 18% automatic gratuity they charge is 18% of the original subtotal, NOT 18% of the discounted amount. Am I correct?

Also, for tax, you pay the tax on the discounted amount, right? My sister is trying to figure out how much she will have to pay for the character meals we are doing together, and putting her Disney World budget together and I just want to make sure I calculated it correctly.
