Goofy's Kitchen and PhotoPass+

We're going to have dinner at Goofy's Kitchen the first evening we're in Disneyland, but we're not going into the park until the next day. If I preorder the Photopass+ package, I get a voucher that I have to exchange for my actual pass, right? Do I have to go through the turnstiles to activate my pass, or is it done in downtown Disney? If I get the pictures at GK before I activate my pass, can I pay for them and then get it refunded after I get my pass?
