Is it worth renting a golf cart if your going to the parks every day?
Does anyone ever mess with them at the parking areas?
How do most people decorate theres in August and Sept.?

Depends. If you don't mind taking the buses and/or walking to get to the transportation to/from the parks, then you can probably save your $.

Never had a problem.
