Are the dormer rooms considered an upgrade from standard rooms, or is it just a "different kind" of standard?

Dormer rooms are not considered an upgrade... they are just rooms on the top floor. Some are gv and some are lv. You can make a request for a dormer room, but it's no guarantee.
