Getting Costco packages ticket numbers

I'm not sure I'm asking this in the right place, but...

My brother and his family bought a package through Costco. I live in Tampa and am planning to join them. I have an AP and my own resort reservation.

They are trying to make park reservations but they are being told that their tickets will be at "will call." Does anyone know how they're supposed to make park reservations?

Back in the day of FP+, if you called Disney, they would create "dummy" numbers, so you could make reservations.

Physical tickets will be at will call. They should be able to link ticket numbers. They can pick up their tickets keys, use magic bands or mob ile

Edited to add Costco is clear
Link any Resort Room Reservation and Ticket Reservations using the Walt Disney World Ticket confirmation number provided in your Costco Travel documents. Then, make Park reservations via My Disney Experience for each day you plan to visit the Parks.

Apparently they weren't provided with ticket numbers, and entering the confirmation number isn't working. My sister-in-law is going to call Disney today.
