What time does Fantasyland open back up after the fireworks are done? What is the best place to wait for it to open back up? Is this potentially a good strategy for getting a shorter line for PP / Alice compared to earlier in the day, or do enough other people also have the same plan that there's no significant advantage to doing this?

Honestly, I don't know the exact time. The couple times we've been back in that area, it seemed like they re-opened pretty quickly.

As for PP, they usually form a temporary line for PP during the fireworks just outside of the closed area, and then that line moves up to fill in the PP queue when it re-opens. I've seen that line grow very long, and I've seen it short. I've also heard of nights when they don't form a line, and the crowd of people hurrying to get back in line for PP can get a little "un-magical". How much time it might actually save you waiting is hard to say, because you have to wait for the fireworks to be over, for FL to be cleared, and then for them to bring your line back over to the queue.

We still prefer rope drop for PP.

I agree that the better plan is probably rope drop. In terms of PP, they let a line form that hugs the left side of the walkway (basically starting just before Mr. Toad and then stretching back towards Alice). When FL re-open, they walk the PP line to the attraction. It seemed like the line was pretty long when I was there, but I didn't get there until after fireworks had ended, but FL had not yet re-opened.
