Getting AP's and TiW over the phone or at parks?

We need to order AP's for our entire family (DH, DD, and DS5). I was planning on doing it over the phone; receiving vouchers to exchange when we make our first of 3 trips this year in May.

However, we also want a TiW card; especially for our May trip. Can we call and order one, even though we don't have an "active" AP; just a voucher?
 
You can no longer buy the TiW card without a valid AP - you can't do it by mail with a voucher.

I don't even bother with ordering anything in advance - since you need to exchange the AP voucher at a ticket window anyway. I will be doing it all in one transaction next month -get our APs, get the TiW card.
 
We have done this twice, both times at Guest Services after we get to WDW. It was very fast and efficient so I've had no desire to do it by phone.
 
Besides if you ordered your TIW ahead of time it would become active right away but take 6 weeks to get to you.
