It depends. If the restaurant is at a resort, it isn't that hard to contact them directly. Many have direct dial numbers. And if all else fails, you can call the resort's main number and ask to be connected to the restaurant.

If the restaurant is in a park, you may have a more difficult time.

Not so - you cannot "call the resort's main number" and be connected to the resort. You're connected to a call center that sees that you're calling the resort, and they answer as if they're at the resort. But they're not - they could be in Ohio. (This is true, by the way, even if you call the "front desk" from your room phone!) That's why you so rarely see any CMs at the front desk of a resort on the phone.

Your best bet is to call the Dining Reservations Line and ask to be connected to Guest Services. Alternatively, those on the Dining Reservations line might be able to handle your request.

I have had success simply by calling the WDW main number and being asked to be transferred to the kitchen of the restaurant I'm interested in. I make it clear that I am not trying for a reservation.

Admittedly it's been a while - it's possible these days you would be redirected to the "Special Dining" services office that handles most of those sorts of requests now.

I have never once failed to get through to a resort restaurant by going through the hotel operator. I have no idea if my call was routed to Ohio or Timbuktu. Either way, I have been put on hold and gotten through to the restaurant.
