Yes, but it you went to the store yourself, you'd have to at least pay for gas and maybe get a cab, plus your time, plus the physical effort. UPSing is cool, but you still have to pay for gas, and use your time and effort. Plus, you can't really ship perishables.
It is reasonable to tip, just as you would the person who helps bring your bags to the room. 10% seems reasonable, and so does $1 per grocery bag (they are probably not too different). And while this is expensive, I think if you compare it to shopping yourself, or better still, to eating out for those meals, you'll find it very fair.
I finally had time to do a search and it's a topic not widely agreed upon. There are those who won't tip at all, those who tip around 10% and those who insist that 18-20% is fair.

I know my order added an automatic tip that I didn't even realize until I was checking out the bill. I thought it was the tax or shipping or something until I looked more close.
But it's only about 5 % that was added to my bill. I haven't decided if I will add more it will depend on the service I think.
I have my food delivered at home. They also add a delivery charge to the bill. The people who pack the food and deliver the food are all paid employees making more than what a waitress would make (atleast up here they are). There is no way I am tipping someone as much as I would tip someone cooking/bringing/cleaning up. All the driver must do is that, drive. THEN bring the bags into the hotel. To me on a $120 bill does not mean $12. That is just me. I did give them $6. Call me cheap but that is how I see it.
