Would it be possible to order just one of the 'packaged menus' for two people? Or do we each have to order a full meal?

This is correct.

For what it's worth, I'm not sure I'd call it a full meal... you get some fruit and a slice of cheese, 4 finger sandwiches, a few pastries, and a scone. Not your typical Disney meal, although, we were full.

My hubby and I each ordered one and had it as a late lunch. We stayed full for the rest of the day and really enjoyed the experience!
