If I have a 7 day voucher, can I take it and upgrade to an AP on the 7th day. If so, how do I do it.
 
I'm not sure what you mean by a seven day voucher. The GAD vouchers were for one day only. Did you upgrade your GAD voucher to a 7 day ticket?
 
Sorry about that. I meant we already got a 7 day ticket. We didn't have the voucher in hand. Now, we know we need an AP. Three cast members have said it can be done but they can't do it because they are at the resort and the ticketing main office. One at a park said no. We are just not sure now.
 
Are you saying that you already redeemed the GAD voucher for a ticket, upgraded that to a 7-day ticket, and now want to upgrade to an AP?

Yes, you CAN do that - so long as you are still within 14 days of the first day of use of the ticket (which necessarily would have been the day you redeemed the voucher).

They should be able to process that upgrade at any ticket booth or guest relations location.
 

If you already have seven day ticket and have a voucher you cannout use the voucher to assist in upgrading to any AP. By definition an upgrade is taking one ticket and adding cash (or similar) and ending up with one ticket with more entitlements. You cannot combine two tickets to get one ticket with more features.*

If you have a partially used seven day ticket you can upgrade that provided it is within 14 days of the day of first use. Even if it is No Expire, if it was used more than 14 days ago it cannot be upgraded or modified in any way.

* The only exception to this rule is at the water parks where you can combine a one day water park ticket with a base or hopping MYW ticket and a payment to end up with a MYW ticket with the WPF&M option. Your payment will be the difference in price between the one day water park ticket and the cost of the WPF&M option plus tax on the difference.
 
Update: We did have a 7 day ticket and were in the 14 days. We had used 7 days as of yesterday. We also had just bought an AP for a different person a week ago who also had a voucher that had not been redeemed. Guest services did work it out by giving us credit against our cc for $84 against the AP that was bought a week ago. They also credited the 7 day ticket and applied that voucher to an AP and we paid $25 and change for the difference instead of the difference in DVC AP price and the 7 day ticket which is $104 I think.
 
If both the voucher and the AP that the other person had bought a week ago were in the same name, and the voucher was actually issued prior to the purchase of the AP, I can see the refund being given as a reasonable exception to policy. If the voucher and the AP were not in the same name the person who did the refund made an error.

And as far as combining both the voucher and the ticket to an AP, again if the names were the same on both and the ticket was not purchased as part of a package or at a discount I could see it as a valid exception to policy. Again, if the 7-day ticket was either part of a package or bought at a discount the person who did the upgrade made an error in your favor.
 
Yes, in both cases, the vouchers were issued back in Feb. and had never been redeemed. The AP and voucher were for the same person as was the 7 day hopper. It was just purchased as a regular 7 day hopper, but we realized the next trip for that person will be in May and hoped to change to an AP. Unfortunately, we just didn't have the vouchers in our hands that first day which confused things badly. It was a manager at Magic Kingdom who told the CM what he could do to help us.
