Found this on a hotel website (El Canario Hotel). Found it reassuring that the taxi's are regulated by Puerto Rico Tourism Company Ground Transportation Representatives.

For transportation from the San Juan International Airport, you will find taxis readily available outside baggage claim. Taxis are regulated. The flat rate from the Airport to El Canario Hotels in Condado is approximately $12 (per taxi, not per person) plus 50 cents per bag. Puerto Rico Tourism Company Ground Transportation Representatives are stationed outside baggage claim to assist you as necessary.
If arriving in San Juan off a cruise, taxis will be available outside the disembarkation area. The flat fee for transport from Old San Juan's cruise ship port to El Canario Hotels in Condado is approximately $10 (per taxi, not per person) plus 50 cents per bag.
