funeral thank you cards?

my mom is working on thank you cards for grams's funeral and we're stumped...who gets a thank you? mom says only non-family, those who sent flowers. my sister says anyone who signed the guest book. i say i don't know.

what is the proper etiquette in this situation?
 
Flowers,donations, Mass Cards(not sympathy cards...Mass cards, where people had to pay money to get a Mass said), people who brought food or other stuff, the clergyperson, and anyone who you think did somehting special that deserves thanks. You don't have to send a card to people who just came to the wake.
 
Don't know what proper etiquette is...but when my husband suddenly passed away, I sent out printed cards to everyone recorded in the guest book. I also added a short personal note to those who sent flowers, memorials and/or additional support.

Denise < --- figgered it better to err on the side of "too much thanks", and found the writing was a form of therapy in the long run.
 
We send them to anybody who gave anything or helped in any way.
