Have you asked friends and neighbors if they have chores that need to be done for her to earn money (helping clean the yard, plant flowers, babysit, etc). The yard sale seems to be a good way also (what about asking others for donations for that as they are spring cleaning). I didn't see that you mentioned what type of organization this is for, but is there any way she can tie the fundraiser into that (like if it a cheer group offer to teach cheer to a small group of children during the summer for a small fee).
Honestly, we don't have no solicitation in our neighborhood but I don't buy anything from anybody I don't know. There was actually someone walking around our neighborhood one day selling the candy bars and the next thing I saw when I was out walking was the sheriff telling him to leave (it seems 'groups' get dropped off in neighborhoods to sell). The candy bars seem to get smaller and smaller for the price.
For a soccer fundraiser one of the team parents set up a concession stand. Would that be something she could do at one of the 'minor' high school sports (where the big concession stand isn't open). The parents would get things at Sam's or Costco and sell them (sports drinks, candy, granola bars, etc). Made some decent money.
