It is for the loading and unloading of wheelchairs or those who need extra time. Since it is an omni-mover if 1 car stops all cars stop.
I think 3-3:30 will be fine. Maelstrom was a great ride and they'll just hit the highlights of Frozen.
I accept your explanation but it doesn't seem to happen with that much frequency on say, the Haunted Mansion or Spaceship Earth....aren't they omnimovers too?

Haunted Mansion it happens (at least to me) once every ride. Spaceship earth the load at a different spot with the hopes that they are able to get loaded with only having to slow down the ride. For both they have to transfer but in Voyage there is no need to transfer since there are 2 (perhaps 3) specialty cars where the wheelchair can be put on and then locked down. I believe it is that process that sometimes takes longer than expected.
I just wonder if Disney has anticipated the queue wait times. The old queue is WAY too short for what I anticipate as lines wrapping around and down the street.
