Friendship Boat OK for off-site guests?

I read this tip and thought it sounded like something we could do on a day when we do not plan to enter a park:

"board one of the Friendship Boats, which cruise in a loop from Epcot to the Boardwalk, Yacht and Beach Club, Swan and Dolphin and then the Disney-MGM Studios."

My question is this: Can you board these boats even if you are staying off-site, or is it only for WDW resort guests?
 
Technically they are supposed to be for the use of WDW resort guests and them park guests, but they don't check, and probably don't care. Just try to avoid peak times of course.

Think about lunch at Beaches and Cream, it's not too expensive with freat food and generous portions.

You said you're looking to spend a non-park day? I wouldn't bother with the boats but walk around the Boardwalk area. Enjoy the surroundings. Rent a bicycle.

If you're staying on site take a resort bus to MGM studios. Then take the boat to get to Swan/Dolphin and then walk.

EPCOT won't work, you'll need to walk through EPCOT (admission required).

Agree with ducklite, Beaches and Cream is a great choice for lunch.
