Free for under 3's - Do they check ?

I would buy a ticket. As many people have mentioned a cast memeber at a till may ask how old are you and it all starts from there.

If your that concerned you have a few options

1) Buy a ticket and swallow it
2) Change your date if you feel that strongly about it

I would never ever go for option 3, which would be dont buy a ticket. Not only is it wrong its just stupid.

Yes, buy a ticket.
Another thing worth thinking about, you should carry ID for the child at all times. What if they go missing? what if a similar child has gone missing and can you then prove that this is your child?

We go in November ,our son will be 3 two weeks prior to departure. He is very small for his age (still in 12-18 months trousers).

I wouldnt dream of seeking to pass him off as younger (he wouldnt let us anyway!)

If you're using Fastpasses (which you should cause they're great!!) you won't be able to get a Fastpass for your 3 year old cause he doesn't have an admission ticket. Then each time you enter a Fastpass line you'll risk the CMs at that attraction asking where your son's FP is and what age he is. They might never ask but they might! You could spend the entire holiday feeling anxious about it!!! I know the money for a Disney trip really adds up and it hurts (lol!) to pay for a child who just turned 3 so I really do understand where you're coming from but I'd hate for you to be worried for the whole trip.

I would definately buy a ticket no question.Our son will be 10 after we get there and wdw say he can pay child as he will start his ticket as 9 . For US/IOA we have bought him an adult ticket as by the time we go he wil be 10 .Not worth the guilt or risk imo .
