The UK offer is always very different from US offers. You should not expect to see the same dates offered for US packages.

Yes, their rates are available early, as packages open for booking earlier in Europe than they do outside of Europe.

I always wait for this package to be available before booking. Its amazing to get all that food for free. I don't understand how they make money on it at all because I added up all my bills last time and they added up to $1897 for my lot, and I got all that for FREE!!! surely they make a loss on the food.

Disney offers it this way to UK guests because the UK guests usually stay 2 or 3 weeks - and Disney wants you folks from Britain spending all that time on Disney property. They make up for what it costs to feed you for free by ensuring that you don't run off to stay somewhere else or eat somewhere else.
