Free Dining summer 2010

Sorry if this is a stupid question. We are thinking of going this summer so i haven't paid too much attention if this has already been asked.
What are the chances they will offer free dining for this summer?? I know they have been the past few years. I have also heard, however, that Disney is planning on scaling back their promotions. Anyone have some info for me?? TIA!
