Yep. Check out the portorleans.org site for a good look at the size difference between the two. POFQ is kind of itty bitty. I believe there are occasionally FD offers there but they are rare and probably limited to a small number of rooms. If you want FD you'll be best served at a different resort. (POR is *lovely*)
Have actually stayed at POFQ that past three years with FD. First time was with a PIN, next two times were with a bounce back offer. But they probably sell out enough using those limited offers they don't need to include it in the bigger public offers. But free dining most certainly does exist at POFQ!

UK have it. Our free dining also not limited to certain times of year. I have it August this year.
With the strengthening dollar vs pound have you looked on UK site and booked from that? Price may be better?
