Free Dining Plan??

I wouldn't think so. I think Disney just did that as a promotion to introduce the new dining plan. It may have also been to boost attendance due to hurricane season. But you never know. That was such a great deal!!! I wish I could have gotten in on it. We went only a few weeks after it ended.
 
"Hurricane season" is not a reason most people aren't here in September. October is still hurricane season, yet it gets busier every year. September is traditionally slow, and late summer tends to get a bit slower every year it seems as well.

I am guessing that more people are waiting for special events, such as the food and wine festival, which can make September even less busy (not that it wasn't really very, very slow before!)

As far as the free dining promotion - there is no way to know chances of anything, it may come back sometime, it may not.

I would be surprised if was free agin. I think it was a great way to introduce the dining plan but plenty of people are willing to pay for it.
