free dining extended?

Hello, I must have missed something - when did they start with the FREE dining Plan? We just came back from the Magic Kingdom and paid for ours. How does this plan now work and for how long is it in effect - is there a special place that I can read up on it etc.

to the OP: i would say not because it is starting earlier (8/13 as opposed to 8/25[?]) this year...
