Free Dining but no split stay at POP?

We are getting in late on Dec 18 and we wanted to just book one room for that night. Then on the 19th my DD's would get their own room, but Disney says to get the dining we have to be in one room or two rooms the whole trip. Does this sound right to you? I know before we had moved from the CSR in two rooms to the WL in one and kept the package. Should I try a different CM?

You can do a room only one night, then start the package the next night. But you can't have a package with a different amount of rooms/different hotel/different amount of people, etc.
