as far as i know it means only the restaurants that are participating in the dining plan

As far as i am aware there are approx 100 restaurants to choose from.

So you should have plenty of choice. I can't wait to start planning my restaurant list!!

If you click on this link you should see a heading for "participating restaurants" which will give you a proper list of where you can eat. You are only limited if you wanted to try more of the Downtown Disney restaurants.
