DD7 is about 54 inches, but I have told her that I don't think she is ready for RNRC. She is not the bravest about rides and I don't want her fear to ruin her on roller coasters. I want her to love them like I do! She did Everest and loved it, but we have not done upside down ones yet. I think I have her talked into TOT this year.
The only thing I will advise is if your child is tall enough to ride the Tomorrowland Speedway alone (53 inches) think before you let them do it alone! I let dd, but she quickly found that she couldn't keep pressing the pedal down because her legs weren't long enough to do it comfortably. She stopped about halfway through, and dh and I were behind her in the next car. Before we could do anything, a CM magically appeared from the bushes and jumped in the car with her to press the gas pedal for her and let her steer! He was great and got her to stop crying and told her what a good job she did steering. I love Disney magic.
