Francilien annual passport

Hi!
I'd like to know if the Francilien annual passport is available to everyone, or just residents of Paris and the surrounding area.
On the French website it's available to everyone but I'm not sure if that's because it's so obvious that Francilien means Ile-de-France resident.
I've already looked on the boards for the answer so I don't think I'm repeating anything, but I apologise if I am.
Obviously if anyone lives in the UK and can get the forms to me in time they're welcome to sponsor me but we leave in 12 days.
If we are eligible for this passport it would be great as it's cheaper than a 3-day-pass but I don't want to if I'm not sure if it would be valid.

They are available to everyone but you cannot use them for a couple of days after purchase!! This is the official line - Passport Annuel Francilien does not allow access to the 2 Disney Parks the 2nd and 3rd day following the establishment of the Annual Passport as well as the days of restriciton indicated below.

This is also a list of blackout days that may clash with your trip

Not using them for the two days after purchase is fine. We're planning a road trip around the Netherlands, Germany and France, and we're staying with friends in Metz, which is 3 hours out of Paris in one direction, and at my dad's place in Martigne Ferchaud which is three hours from Paris in the other direction on the same road.
So we'll either go to Paris as soon as we arrive if our friends in Delft aren't available (the day before the Easter weekend exclusion dates), or after we stay in Metz to break up the journey (six hours in the car with sciatica and other boring pregnancy stuff doesn't sound like fun and my toddler won't like it either) so we can buy the tickets then.
And at the end of our trip we have 4 days booked at the CEH marne la vallee (did it used to be the holiday inn?) so we'll be able to use our passes then if it works out.
I have no idea why it's cheaper than a 3-day-hopper but I suppose it encourages a more steady stream of visitors.

Do you think I should buy them online or when I get there?

I have a few other questions but I don't know if it would be worthwhile starting other threads or if that would bug people.
Can pregnant women use the tamer rollercoasters or do they rugby-tackle you at the gate if you try?

How nice would a birthday party be for a two-year-old and is it better than the ordinary character tea?

Is it weird that I would quite happily ride the buzz lightyear ride all day for a week with my two-year-old? (if it's like the one in California anyay....)

I did a long post on the Francilien passport when it first came out last year - I'll see if I can dig it up for you.

Jackie gave you exactly the correct info. It doesn't work for many people due to the day 2 and day 3 blackout, but is a good value for locals.

It replaced the previous 'proximity' pass in an effort to broaden the range of 'local' visitors most likely in an attempt to continue to grow repeat business. As you can see with all the AP sponsorship and extension offers, this seems to be an area of opportunity still for DLRP.

I don't believe that you can buy them anywhere but at the AP centre. You buy a ticket at the gate, and exchange it at the AP centre. I was there the first weekend taht they released the pass and there were signs everywhere encouraging people to exchange their one day ticket.

as the annual pass works out cheaper i might be able to persuade myself to go back later in the year!
i remember looking at the Disneyland California annual passes and they're a fortune.
I get a bit obsessive if i'm on a time limit and feel i have to see everything, so the annual pass will stop me from dragging my kinds and husband all over the place!
 
The APs are definitely a great value, and they do encourage one to slow down a little.

This year I am the proud holder of APs to DLRP, DL in CA, and WDW, and I have used them all quite a bit! :goodvibes I'm fortunate enough that my work often sends me to the neighbourhood of a Disney resort so my passes get very good use.

A few weeks ago I actually spent 45 minutes in DL in CA - I popped down on a long layover between flights, rode a few rides in Fantasyland, did some shopping, and then left the park to have dinner at Downtown Disney before resuming my travels.....
