FP+ questions: ADRs and obtaining an additional FP+ after 3

Hi folks! I just have two quick questions regarding FP+ for our upcoming trip that I was hoping someone would help me out with!
1) Is there a "buffer" around ADR times? I thought I had read that you couldn't book a FP+ window for the 2 hours before and 2 hours after your ADR time, which seems crazy to me. Tell me that isn't so!
2) I asked this second question in a FB group and was given what I believe is incorrect info, but if a few Disers tell me it's true, I'll believe it So, the latest with FP+ is that after you use your 3 in one park, you can book a 4th at another park at a kiosk. Now, what if I happen to miss one of my initial three earlier in the day (let's saying enjoying the pool bar at WL too much to make it to the MK on time)? So a FP+ expires, but was never used. Someone on FB told me I'd be unable to book a 4th FP+ in the second park because you must actually USE the 3 FP+ before booking another. Can anyone confirm or deny this??

Not sure, but curious on the second question. Though I did recently learn you can change your fast pass time or attraction even if you are in the window. So for example if you have a PoC fast pass and arrive and the wait time is only 10 mins, you could change the FP to another ride if available. This would lead me to believe that if you have to use all 3 this wouldn't make it so bad.

On the first one, we've been twice with magic bands and FP+ and have never had an issue with ADRs and have never heard of a 2 hour buffer.

Thanks for chiming in! Great news that you can change within your window--and thanks for confirming there's no buffer around ADR times!
My main concern is missing our window entirely, and still being able to pick up a 4th FP in a different park. Hoping someone who's had experience with this can let me know for sure!

I actually just read about this on the Disney FAQ page. It says "After you use all of the initial FastPass+ experiences on the day of your visit (or your arrival windows have passed), you can select one additional FastPass+ experience to use that same day (based on availability)."
