I know Disney has new rules all the time . we only go once a year .Aug. 12 is when they say I can make FP does it start at midnight . also can I make FP from 4:00 till 7:00 since I have tickets for Halloween Party?

They start at 7am EST.

As for the party, if you only have a ticket that day for the party I do not believe you can make fastpasses for those couple of extra hours before but I could be wrong.

FP booking now begins at 7:00am.
When I went to a MNSSHP in 2017, I was able to make FP for the 4pm-7pm timeframe with just a party ticket, but I don't know if that has changed since 2017. There is a large thread for the Halloween parties here and that is usually up to date with the info on fastpass booking for the time before the official party starts.

You can Make FP between 3:30 and 6 (park closes at 6) on you party ticket but not if you are going to another park that day and already have FP for that earlier park. No double dipping on FP for the same day on 2 separate tickets.

There is a little bit of a trick to this.

Lets say you are going to 5 days (M-F) and one day is a party day. So your family has decided to buy a 4-day ticket, and use your party ticket as your park ticket for that day, with plans of entering the park as early as 4pm. So lets say M, T, W, F are normal park days, and TH is the party day.

When making your FP+ selections, you have to choose your FP+s your party day LAST. If you don't, MDE will use one of your 4-day ticket days that day, and you will be unable to make FP+s on the last day you want to use your 4-day ticket. So you will want to make FP+s for M, T, W & F, leaving your TH plans for last.

After making the FP+s for your 4-day ticket, when you go in to make your FP+s for the day of the party (TH in this scenario), you will be limited to only making FP+ reservations after 4pm. Then you can make FP+ reservations anytime between 4-7pm on that day. After 7pm there will be no FP+ and every ride will be stand-by.
