FP 60 days out?

We’re staying onsite October 23rd but aren’t actually going to the parks until the next day the 24th. My question is, since we won’t be staying at the hotel the actual day we go to the parks, do we still qualify for booking FP 60 days in advance? And if so, how are some people able to book their fastpasses before the 60 day window? Unless i’m interpreting it wrong, I’ve seen people post on here about getting FP’s at 60+3 and I’m not sure how they’re able to do that. I’m totally clueless lol.

60+3 refers to 3 days after their onsite check-in date. You may find the FP FAQ helpful.

In the FP FAQ, you’ll find the booking tips.

When your FP booking window opens, it includes check-in AND checkout day. So you’ll be fine booking for the 24th.
 
Oct 24 would be 60+1 for you. (You would not have a 60+2 or 60+3 because you are not staying that many days at a Disney's or participating resort.)
