Like many, I too have been looking for the Elsa dress for our trip and no luck since January. i just got back yesterday from WDW. While on our trip we searched the parks and they didn't even have any merchandise on the movie throughout the parks. Well on our last day, yesterday, we went to downtown disney and they had just received the dress that morning. 
The dress was sold out within 3 hours!
We were very lucky!
So at the parks even if they tell you that they have sold out everywhere and don't expect a shipment, like they told me, keep looking anyways!
