FOTL needed in January?

Planning a trip the last week of January, and will likely be staying off-site. Are the parks managable that time of year without FOTL? We would arrive at the park early, as I'm assuming things would be busier by 2 pm. What could we expect for wait-times without FOTL? Especially interested in Dueling Dragons, the Hulk, Spiderman.
