FOTL in January/ Express pass locations?

Is FOTL still as vital off-season or are the lines manageable? Does anyone have examples of how long they waited for say, Hulk or BTTF in January? I just don't think our budget is going to stretch to an on-site stay.
My other question is : is it true that the Express pass kiosks are not next to the ride they correspond to? I just heard that they can be quite a distance from the ride.

I can't think of any express pass kiosk that are far from the ride except maybe Horror Makeup Show express. It is on the other side of Terminator but even then I wouldn't call it far away.

After Jan 1, the parks are not busy so I don't think FOTL is necessary.

Crowds are very light in Jan/Feb.
People are broke paying off Christmas bills and stay home. Or they go on a ski trip.
I've never gone in January, but I've been many times in February and it's a great time to go.

I've been in January as well as Feb, May, July, Aug, Oct, Nov & Dec. January is among the best times to go as attendance is traditonally low during this time. The hurricanes of recent may change that though; time will tell as there are lots of reschedules occuring.

The FOTL access is visably marked for each attraction and is not an inconveience by any means. Quite the opposite in fact. If you are staying at Universal resort I would take advantage of it as it is complimentary. They offer limited number of daily upgrades (depending on the resort capacity for the day) to regular park admissions passes (I think it is $20/day/person - someone correct me if I am wrong) but at this time of year I would not advise purchasing the upgrade unless you find the crowds excessive.
