I was thinking no, because they wouldn't be able to discriminate resort and non-resort guests.

Actually, non-resort guests can stay in the park during evening EMH. They cannot go on any rides or attractions, but Disney is more than happy to let them spend money at the stores and food venues. However, F&W booths close at the start of IllumiNations.
