I am going to Epcot on the 13th of Oct and want to attend the Food and Wine Festival. Is this an open thing all day or are there special tickets for nighttime? Thanks!

The Food and Wine Festival is 'open' with the price of admission to Epcot.
There is a Festival Center in the Wonders of Life Pavilion and then there are the different City/Country food booths set up all around the World Showcase. The food at the kiosks are extra $ just like any counter service. There is a whole thread about the event here Epcot F&WF Info 2008.

to the Dis! You will love F&W. I am jealous, I wish we could be there this year. I'm sure where the pp pointed you will answer a lot of your questions. If you're on the DDP, you can use your snack credits to purchase food samples around the WS. There are some hard-ticketed events, but none that close the park down early for regular guests (that I was ever aware of anyway). Have a great time!
