Florida Resident Annual Pass Activation Question

My parents now are seasonal residents and own a home in Florida, but have their driver's licenses still in GA. My dad wanted to purchase FL resident annual passes for my kids (under 18) as surprise gifts. I'm not sure if he can be verified on the online system if his license isn't a FL license, so he was planning on going to Disney springs to purchase them and show his proof of residency. My question: do my children need to be with him at the time of purchase to activate them? Or can he purchase and activate them without them present? If they aren't with him at time of purchase, will he have to show proof again at the time of their first visit?
 
They will need to be with him at some point unless someone else with Florida ID will be there with them when they activate them. I also think if they activate them when purchased the clock starts ticking (someone can confirm) so may not want to do that if they’re buying long before first use. If activated before entering park - someone with FL ID will need to be there.

I was wondering if with the new park reservation system, they may need them to be 'activated' before their first use in order to make their park reservations? I may need to make a trip down a couple of weeks before their first scheduled park trip for them to just buy, show his residency proof, and activate at guest services at disney springs?
 
You can make park reservations with an unactivated pass. I have an inactivated silver pass and can make park reservations with it and although I never completed the purchase - it looks like it would let me make a ride reservation as well.

From Disney "You can absolutely purchase Florida Resident theme park tickets for your grandchildren who are under the age of 18. All you would have to do is activate their tickets using your Proof of Florida Residency at any Ticket window at the theme parks or the Disney Springs Guest Services location."
 
Yes you can definitely book a reservation with an inactive pass. The FL Resident must be present with their proof of residency to activate the annual passes for the grandchildren. They can be activated at any theme park GR window or Disney Springs
