We have not been back to WDW in over 10 years. Can I book Free dining with a value room under the discount Fla Resident rate? Do we have to book a package to get free dining?

Right now my plan is to do 4 days Fla. Resident tickets, a value room at Fla Resident rate. But food is a huge cost and I would like to add free dining.

"Free dining" is a room/tickets/dining plan package discount on full rack rate in the amount of the dining package. You can't get "free dining" with any other discount.

Short answer is no. You cannot add free dining to any other discounts, so you will lose your FL resident discounts if you want free dining. Best way to see which is better is to go onto Disney's website and "book" a package with NO discounts and be sure to include at least a 2-day ticket with park hopping. That will give you the non-discounted cost to which you MAY be able to add free dining. Please note, they may change the type of ticket required for free dining. Also not all resorts are included and not all rooms within a given resort are included. You may have to get a more expensive room in order to get free dining.

We are going to save money with the Fla resident prices on our tickets and room. I also found gift cards rewards that can be used on Starbucks, Trex, Yak and Yeti, Planet Hollywood. Although not in the park, with the savings we can eat one or two meals in the park. Free dining isn't for us this trip.
