FL resident "Play 4 Days" Passes

Does anyone know where I can find info on this? I can't find it anywhere on this site or the disney site. Is this a deal that I can buy for my out-of-state friends, or is it meant only for the use of residents? Is there any way to buy specially discounted tickets for your out-of-state guests? I have a seasonal pass; don't see any mention of it there.

My mom has a FL Seasonal pass but will be taking my family to WDW on Sunday.
She has purchased the reg. 4 day hopper passes for my dh and me.
She has been told she can go to Guest Services at the hotel or in front of a park and get the Play for 4 for my dd and ds saying that they are in Florida with her. The CMs have told her it will be OK for her to do for the kids. We'll see on Sunday.
