FL Resident AP- voucher or active pass?

DD would like to pay off a FL resident AP, but is not looking to take her first trip till Feb 2020. If she pays off the pass in installments, can she get a voucher or does it have to be active?

If purchased online, it would be an Exchange Certificate (aka voucher).
If purchased in person at WDW, you would need to specifically ask for an Exchange Certificate.

The installment payment option is only available for an active pass, not a voucher. A voucher would have to be purchased at full price up front.

If you purchase online, it will be a voucher and FL residents can sign up for monthly payments during that online purchase.
