Why is the dessert party more expensive at Tomorrowland Terrace than Plaza Garden?

Because you get to stay seated at a table for the show.

Some would argue that the view is better from the Plaza Garden area. It's less off-center from parts of the viewing area. But you have to stand or sit on the ground for that viewing.
