There's an old saying about rumors: "Those who talk don't know and those who know aren't talking."
Now that it's happened once, many prognosticators seem to revel in predicting that there will be more restrictions someday. And there may actually be more restrictions introduced...someday.
Problem is there's really no information to back it up. I have yet to hear anything from my own sources, nor have I read rumors from posters with a proven track record. It's just talk.
Adding to the problem are DVC salespeople who--in their zeal to close a sale--can always make leading statements to the effect of "well, there are already some restrictions and you never know when there may be more..."
What you see is just the same speculative chatter repeated over and over again.
Beyond that, when DVC did previously introduce restrictions they gave buyers 2 months lead time before the limitations applied. And the restrictions are nothing to write home about. There just isn't much outrage from folks prohibited from using their resale points for cruises or Adventures by Disney.
If it happens...it happens. Don't jump into a 30-50 year financial commitment because there are "a lot more" rumors than in the past.
