favors at reception - extra charge?

After talking with our SM, there is a fee if you put more than 2-3 favors per person on the table. So if we want to put a place card, menu card, and a favor, we will be charged a fee for the 3rd favor. Is this correct? Anyone else come across this.

Place cards normally go all together on a different table..in the entry way (easy way to remove an item)....but guess you can put them on the table if its a small wedding...We had table numbers, menus and favors...with no extra charge...Three should be fine...they figure extra items will increase set up time....esp if each person has a personalized item

We did cameras and favors on the table (although we did our favors through disney) they put the placecards together on a table and the guests got them as they went into the pre-reception.
