Sounds like everyone will be eligible to some degree but no dates have been provided for its availability. Setup remains relatively unknown until debut.

And it hasn't started yet so you can't sign up for it. The Disney resorts are supposed to be go to the My Magic+ in 2013. However, there is no word on how My Magic+ will work for annual passholders who are staying at a Disney or DVC resort.
