Fastpass reservations before the park opens at 9?

First time doing Disney (going in Feb). My question is, are fastpass+ reservations available to book early (say, 8:00 AM) before the park opens at 9 AM? I know everyone is let in at 7:45, but can I book a 8:00 AM fastpass for 7 Drawrfs Mine Train if I DON'T have a dining reservation for Be Our Guest? (My understanding is that only those who have early dining reservations for Be Our Guest are allowed into Fantasyland which is where 7 Dwarfs is, everyone else isn't allowed in until 9 AM). Is that correct?

Fast passes don't begin until park opening. There are no fast passes during extra magic hours. And , yes, everyone else ( without a PPO ADR ) doesn't get in to Fantasyland until after the opening show at the castle.
