Since multiple reports are coming in where FP line are being heavily favored even with short standby lines it must be policy rather than any cast member decision. I haven't been to Disney since May before the new FP system and max pass started so I'm not sure how "new" this FP-Standby ratio is, but I never really noticed it personally
